Charles Franklin Miller II was a huckster, bookseller, and publisher best known for founding (with Tim Underwood) Underwood-Miller, a not-so-small press initially specializing in producing high-quality editions of Jack Vance's work. He co-chaired the 6th World Fantasy Convention in 1980.

Miller ran a used bookstore in Pennsylvania before teaming up with Tim Underwood in 1976. The two published several books, beginning with a reprint of Jack Vance's The Dying Earth before disbanding the company in 1994 after publishing well over a hundred books.
