Roger Sherman Hoar was a state senator and assistant Attorney General, state of Massachusetts who wrote SF under the pseudonym of Ralph Milne Farley. in the early 40s he was a member of the pro writers club, the Milwaukee Fictioneers. Some of his stories were collaborations with his daughter, Caroline Prescott Hoar.

He is known principally today for his An Earthman on Venus (1950).
